我与中国习近平主席的伟大友谊和我们国家与中国的关系,对我都非常重要。但是我们国家间的贸易很长时间以来一直非常不公平。这种局面不能再持续下去了。举例说,长期以来,中国在有关获取美国知识产权和技术的问题上,采取了几种不公平做法。
美国贸易代表办公室(USTR)2018年3月22日公布的详尽报告中记录了这些做法。这些做法伤害我们的经济和国家安全,并加深我们同中国已经严重失衡的贸易。

My great friendship with President Xi ofChina and our country’s relationship with China are both very important tome. Trade between our nations, however, has been very unfair, for a verylong time. This situation is no longer sustainable. China has, forexample, long been engaging in several unfair practices related to theacquisition of American intellectual property and technology. Thesepractices, documented in an extensive report published by the United StatesTrade Representative (USTR) on March 22, 2018, harm our economic and nationalsecurity and deepen our already massive trade imbalance with China.
In light of China’s theft ofintellectual property and technology and its other unfair trade practices, theUnited States will implement a 25 percent tariff on $50 billion of goods fromChina that contain industrially significant technologies. This includesgoods related to China’s Made in China 2025 strategic plan todominate the emerging high-technology industries that will drive futureeconomic growth for China, but hurt economic growth for the United States andmany other countries. The United States can no longer tolerate losing ourtechnology and intellectual property through unfair economic practices.
These tariffs are essential topreventing further unfair transfers of American technology and intellectualproperty to China, which will protect American jobs. In addition, theywill serve as an initial step toward bringing balance to the trade relationshipbetween the United States and China.
The United States will pursue additionaltariffs if China engages in retaliatory measures, such as imposing new tariffson United States goods, services, or agricultural products; raising non-tariffbarriers; or taking punitive actions against American exporters or Americancompanies operating in China.
